I also found a few mentions of hostess skirts but no photos. I believe that's what this is. The fabric actually feels like a fleece robe. It's decorated with cute cottagecore Scandinavian style trims on the front. It has elastic in the back of the waist. There is a zipper on the left side and a pocket in the seam on the
